In 1997, the World Rally Championships introduced more relaxed rules regarding vehicle modifications. Subaru was quick to capitalize on this opportunity and introduced the Impreza WRC. This particular machine featured an all-aluminum, horizontally placed four-cylinder turbo engine coupled with a vertically mounted gearbox. This layout positioned the gearbox in a balanced position behind the front axle, enhancing maneuverability and ultimately contributing to Subaru's victory in the Manufacturers Championship that year.

The majority of improvements for the 1999 model were focused on the engine and gearbox. The most significant upgrade was the adoption of an electronically controlled throttle system. This system converted throttle position into electronic signals, resulting in heightened throttle response. The Impreza WRC was also equipped with a 6-speed semi-automatic gearbox, enabling quick shifts, including rapid transitions from 6th to 1st gear. Ongoing development efforts also involved an electronically controlled damper system.

The Impreza WRC was driven by J. Kankkunen, R. Burns, and B. Thiry. Kankkunen and Burns achieved first and second place respectively at both the 7th Argentina Rally and the 10th Finland Rally. Burns also emerged victorious at the 8th Acropolis Rally, setting the stage for an intense competition in the latter part of the season.
